As we head into summer and begin a new academic and fiscal year, I want to bring to your attention some important research-related policies and other news items.
I would also like to take this opportunity to thank my colleagues for your contributions to Penn and our research mission as we navigated through the challenges of the past two years. Your resilience, flexibility and input were essential in developing strategies to sustain Penn's leadership in research and innovation. I am excited about the year ahead and look forward to another year of supporting the Penn research community and its transformative research achievements. It’s a pleasure to work with such hardworking professionals who are so strongly committed to our shared goals.

Policy for Postdoctoral Trainees
An updated Policy for Postdoctoral Trainees at the University of Pennsylvania becomes effective on July 1. In revising the policy, key stakeholders including Academic Planning and Budget Committee, the Provost’s Council of Research, the Council of Deans, Biomedical Postdoctoral Program leadership, Provost’s Postdoctoral Fellows, and the Faculty Senate Tri-Chairs were consulted for input. In addition, before the policy was finalized the draft policy was published for comment in the Almanac.
FY 2023 Postdoctoral Stipends
Also, with the start of the new fiscal year, new minimum Postdoctoral Stipend Levels for FY2023 have been implemented. The levels are informed by federal agency guidance, foundation requirements, and national trends. This annual process facilitates equal treatment of postdoctoral compensation across the University.
Policy on and Training for Non-Affiliates in Penn Labs and Research Facilities & Training Registration for Non-Affiliates Working in Penn Labs
During the summer many students and people unaffiliated with Penn participate in research in University laboratories. To provide for their safety and to ensure compliance with applicable regulations, the University established the Policy on Non-affiliates Participating in Research in Penn Research Facilities. Principal Investigators are responsible for assuring that all students and non-affiliates working in their laboratories are appropriately trained and supervised and comply with the requirements of the Policy. Non affiliates are required to attend laboratory safety training offered by the Office of Environmental Health and Radiation Safety (EHRS).
Richard C. Wender, MD Appointed Executive Director of CPHI
Richard C. Wender, MD was appointed as Executive Director of the Center for Public Health Initiatives (CPHI) effective July 1, 2022. Dr. Wender’s career in medicine and public health has demonstrated a lifelong focus on primary care, population health, and narrowing health disparities.
Dr. Wender is Professor and Chair of the Department of Family Medicine and Community Health in the Perelman School of Medicine. Prior to joining Penn in August 2020, Dr. Wender served as the first Chief Cancer Control Officer of the American Cancer Society from 2013-2020 and spent 33 years in the Department of Family and Community Medicine at Thomas Jefferson University, including 12 years as Alumni Professor and Chair. I am grateful to Jennifer Pinto Martin who is stepping down after leading the CPHI since 2013.
Internal Funding Opportunities
In addition to the University Research Foundation, 2 new internal funding opportunities will be announced to Penn researchers. More details to come in late summer.
